EMPOWERING MASTERS
2nd Part of very interesting Pan Industry debate organised by our InterManager member – Inchcape. This time the focus is on the office perspective. Points to be debated:
– Communication – why the office needs to micro manage?
– Calibre of people we employ – at sea and in the office – there is less and less Maritime Expertise available ashore resulting in an increased volume of sometime inquisitive communication with ships
– Need for “data mining” and standardisation of procedures and paperwork
– Incompatible or miss aligned goals between shore and ship

2013 BRAVERY AWARD CEREMONY – IMO
The Awards Ceremony this year took place at IMO on Monday 25 November 2013 attended by InterManager’s President and Secretary General. Certificates of Commendation were awarded to recipients in connection with 6 different incidents during which all had displayed outstanding heroism in attempting to save the lives of others. These ranged from rescuing a baby from a sinking ship; rescuing 11 members of a fishing boat suffering from engine failure during a typhoon; rescuing 3 passengers trapped under a capsized catamaran; the rescue of 24 crew members of a container vessel which had exploded and was ablaze; the rescue of an injured crew member from a bulk carrier in extreme weather; and the rescue of a father and son swept off cliffs onto rough waters covering semi-submerged rocks from which ordeal, sadly the father did not survive.

Gold Medals and Certificates were awarded in relation to 2 further notable incidents, namely :
To Mr Jinguo Yang (posthumously) for sacrificing his own life whilst trying to rescue a person in distress on a ferry after it had collided with a cargo ship. It was particularly poignant in that Mr Yang himself had been rescued but elected to return to the ferry in order to assist a specific person and then lost his life in doing so. In a very moving, indeed emotional ceremony, Mr Yang’s award was given to his (understandably) tearful, widow. In her address to the audience delivered in English by CHINA’s Permanent Representative, she expressed the view that given the same situation again, her shortly-to-retire husband, would undoubtedly repeat his attempt to save a life. Heroism indeed.
To two aviation survival specialists, Randy J.Hall and Daniel J. Todd of the United States Coast Guard who saved the lives of 14 crew members from the tall ship HMS Bounty, during Hurricane Sandy. The SAR operation was conducted in extreme conditions of 60+ knots of wind and a 30 ft swell, absolutely on the edge of safe aviation. That the operation was so successful also reflected great credit on the remarkable professionalism of the aircrews and the many support personnel involved.

Lloyd’s Register provides new DVD to promote safe boat transfers
Short film to educate employees about the best ways to minimise risks when working over water
Lloyd’s Register has issued a new short film entitled Safe Boat Transfers to help provide marine surveyors with comprehensive instructions on how to safely transfer between two vessels at sea.
Working over water and, in particular, boat transfers, during which surveyors switch from a transfer vessel to the boat they are surveying, is a very high-risk activity. The film, originally developed for Lloyd’s Register employees, aims to raise awareness about the associated risks and hazards, and to provide instruction for every stage of the transfer.
It is hoped that Safe Boat Transfers will help to significantly reduce the accidents associated with boat transfers.
