8. Philippines Condemns Chinese ‘Floating Barrier’ In South China Sea. The Philippines on Sunday accused China’s coast guard of installing a “floating barrier” in a disputed area of the South China Sea, saying it prevented Filipinos from entering and fishing in the area. 9. Russia’s Diesel Exports Ban Is Risky For Moscow And World Alike. With the northern hemisphere winter approaching and global diesel markets already tight, Russia has banned exports of the fuel that’s used for transportation, heating and industrial processes. 10. Green shipping must be economically sustainable too: Singapore Foreign Minister Vivian Balakrishnan.
