Description: On a vessel anchored in the privately-run Secure Anchorage Area at Lagos, 2 persons were seen by AB on watch trying to connect a hose to a cargo tank. Alarm was raised and the 2 persons
escaped in a boat. Incident was reported to a Nigerian Navy vessel which arrived 30 minutes later.
