Priority Broadcast Alert – Europe and the Mediterranean

Russian forces conducted an Unmanned Aerial Vehicle (UAV) attack on the Port of Izmail, Ukraine. Air raid sirens were activated in Izmail at 23:33 UTC on 15 May and remained in effect until approximately 01:20 UTC on 16 May. Subsequently, satellite data confirmed thermal anomalies in proximity to the port. The Odesa Regional State Administration confirmed that the attack resulted in damage to port infrastructure, including administrative and industrial buildings. Ambrey observed approximately six merchant vessels in the vicinity of the Port of Izmail; however, merchant vessels have previously withheld AIS transmissions while conducting Black Sea port calls. At the time of writing, no damage to merchant vessels had been reported.<br/><br/>ADVICE: Vessels conducting Black Sea port calls are advised to conduct comprehensive dynamic voyage threat assessments. The crew is advised to remain within the designated Safe Muster Point (SMP) during UAV attacks on infrastructure. The SMP should be located above the waterline, amidships, and low-down in the superstructure.<br/>
