There is quite a number of activities around the globe hence this is rather lengthy message:
Aa/ China
SAS starts regular flights to China from 29.09.2020
With weekly flights from Copenhagen to Shanghai
Bb/ Sri Lanka
The Isolation center established by us in now in operation.
The 14 day quarantine requirement has been removed and the government is actually encouraging early repatriation as soon as PCR result are available (usually available within 24-30 hrs) thus deemed safe to embark.

In case of crew flying out from Indian airports to sri Lanka, government has published names of PCR test centers and Isolation centers recommended by the Indian health authorities.

With ref to your previous correspondence with Mr. Omar Moomen for your information, please note the following:- all the on/off signers must hold an approved COVID test (max 72 hours prior to sampling date) to be allowed to enter the Egyptian territory. Regarding the off signers especially in the Suez canal zone, we will arrange with the authorities to send the quarantine doctor to take their samples at Port Said/Suez outer anchorage areas, then take the result the following day, and if it is approved we will arrange the repatriation at P.Said/Suez while the vessel is exiting the S.Canal. FYG, our last operation was at Hamrawien port (it’s 60 KM from Safaga port), we managed to do the crew change smoothly of all the 20 on-signers / 20 off-signers despite the fact that there are no local authorities there to handle that. we accommodated the on-signers at Cairo until all of them arrived from different countries then transported them to Hamrawien port (about 8 hours by bus) and did the same for the off-signers until they boarded their flights. currently, we have an operation (11 on/11off signers Myanmar crew) we are accommodating them in hotel at port said and coordinating now with the immigration for this long stay. There were some interesting announcements and changes over last weekend:
Aa/ SOUTH AFRICA
South Africa will open its borders for international flights on October 1, announced President Cyril Ramaphosa in his latest address to the nation earlier this evening, Wednesday, September 16.
This comes as the country moves to national lockdown alert level 1 at midnight on Sunday, September 20, on the back of the daily rate of infections continuing to slow down to fewer than 2 000 per day. At peak, the number of infections was up to 10 000 to 15 000 per day. The recovery rate is currently at 89%.
The opening of borders will be based on certain restrictions and those countries with high infection rates may be prevented from entering South Africa. Ramaphosa said a list of the countries that fell into the high-risk category would be published over the next few days.

- Does this apply to crew travelling from the ‘special country’ or crew that joined in the ‘special country’ ?
– It will be applied to crew that joined in the special country and in this case, crews need PCR test certification which is issued by appointed from Korea Government in Special country.
* Special country : Pakistan, Bangladesh, Kazakhstan, Philippines, Uzbekistan, Russia, Kyrgyzstan.
- Does this apply to crew who will be on board when the vessel calls at Korea and are not disembarking / going ashore?
– In case crews have PCR test certification issued in Special country, they can disembark from the vessel after completion of special quarantine inspection & receiving the result of COVID-19.
– If crews do not have PCR test certification issued in Special country, total quarantine inspection will be carried for all ship’s arrival crews with COVID-19 test and it will be prohibited to disembark all crews from the vessel.
– In case there would be any confirmed cases of COVID-19 with the positive result, vessel must sail out from the port of South Korea.
– In this case, the crews/a confirmed case of coronavirus must bear the all expenses involved in treatment of COVID-19.

One of Norwegian supt obtained his visa in 1 month.
some feedback from ISS China, they have experience to send 2 foreign Supt in Zhoushan recently, based on they could get valid visa before departure. It seems if crew can get visa, there is a possible to conduct crew change. However this kind of practice is not formally announced.

Travel Ban China: How to understand it ?
Entry to most foreign nationals is restricted.
However, those who hold the following visas will not be affected: Diplomatic, service, courtesy, or C visas.
New visa successfully applied for from Chinese embassies or consulates overseas after the announcement of the Ministry of Foreign Affairs.
