Message 38

Crew Change facilities at Karachi are as follows:

 

All Ports are available

However, due to heavy monsoon season it is advised to call vessels at Karachi Anchorage instead of Port Qasim.

 

No port clearance is required if vessel call Karachi Outer Anchorage for Crew Change only which the local agent guarantees.

 

Port restrictions 

All Ship’s staff including security guards who had joined the vessel during last 15 days must be in possession of COVID-19 RT-PCR test result report, preferably conducted during last 48 hours prior joining the vessel.

If not, the vessel will not be allowed to berth and vessel has to complete a quarantine period of 15 days starting from the date of sign on.

 

ON-SIGNER 

Test for COVID-19 through RT-PCR must be conducted 24/48 hours before the On-Signers board their flights to Pakistan with their test results a copy of which must be provided to Pakistan Airport Health Authorities.

Medical Fitness Certificate

Yellow Fever Certificate.

Copy of National Passport.

Copy of National Seaman Book.

Copy of confirmed E-Ticket.

Further Details:

  1. Foreign seafarer’s, serving onboard any vessel calling Karachi Outer Anchorage/Port Qasim Anchorage, must have their temperature monitored and logged for the last 14 days onboard (COVID-19 Quarantine Period) and recorded along with fever records of other crew members as well.
  2. Above Temperature Records must be submitted to the Port Authorities prior to arrival at Karachi as well as the RT-PCR report which may have been done prior joining.
  3. A Foreign seafarer who is signing off from the vessel calling  Karachi Port or Anchorage must have Covid-19 Test carried out. The report will be issued after 36 hours. Upon receiving Negative Test Report, the Seafarer will be allowed to depart from Karachi Airport with confirmed air ticket. In this case the vessel will stay at the Anchorage at least 48 hours until Negative Test Report received.
  4. In case the seafarer had joined the vessel before the COVID19 Pandemic breakout / spread and not in possession of a RT-PCR report then 15 days fever monitoring record to be presented prior vessels arrival at Anchorage along with records of other seafarers serving onboard to receive permission to sign off at Karachi Anchorage.
  5. Master has to declare and send all required pre arrival health questionnaires from port health and on this basis if port health feels that Master has followed the SOPs as per their requirement and questionnaire they will issue the permission to join and sign off the crew.

Aa/ Message from one of our members seeking your advice on Singapore crew changes procedure

Please I understand that Singapore and Re-Union are now requiring seafarers to go straight from plane to ship and from ship to airport without the chance of PCR test on arrival. Is there anyway we can get the authorities to realise the danger of doing that, particularly after the crew may have been on plane for a long period with other passengers that we cannot guarantee their status. The challenge in aligning the flight timing with ship’s ETA.

 

The additional testing before joining ships gives us additional mitigation to ensure we do not onsign an infected crew member on the vessel that could increase infection rate.

 

Please is it possible to share what other ship managers are doing to mitigate the above risks? Are there other ports that can be used for crew changes, particularly for vessels going to the far east from Africa?

The outbreak of COVID-19 has affected hundreds of thousands at sea, and a new campaign initiative led by @Lloyd’sListIntelligence aims to highlight the human cost of this crisis by giving everybody working through this problem a voice, not just the people at the top.

 

They are going to make all their crewing stories free to read on their website (www.lloydslist.com) and remove the paywall so everybody can access them. The campaign will aim to embed within these stories short vignettes from seafarers, managers, and crewing agencies, to provide a personal insight into what’s really happening on the ground.

 

For example, a surveyor/seafarer stuck in a hotel being quarantined; crew managers who have experienced issues repatriating crew and those who have been stuck on board a vessel; a seafarer aboard a ship explaining that he/she can’t get home to their family and has no clue when they’ll see them next.

 

The vignettes need to be 30 seconds or less, and be in either MP3 format or from iPhone format: if necessary, filters to hide faces are fine if people don’t want to be identified.
