BUNKER FUEL LEVY

A bunker fuel levy is a scheme proposed to provide a reliable stream of funding to the Green Climate Fund (GCF). Oxfam’s paper ‘ Out of the Bunker’ shows that setting a carbon price for ships at around $25 per tonne, which is likely to increase cost of shipping by just 0.2%, would raise USD 25 billion per year and drive significant emissions cuts.

An agreement at COP 17 to apply a carbon price to shipping can both reduce emissions and generate substantial new and additional resources for climate change mitigation and adaptation in developing countries.
