The work of Nav sub-committee interlinks with others in IMO work. The key here to note is the decision to recommend that mariners acquired and retained a working knowledge in recognition of Morse Code characters including single-letter signals of the International Code of Signals. However, the committee said that there was no need to demonstrate proficiency in the transmission/reception of Morse Code.
