Attractive Option for Payments to Crew from the Ukraine and Crimea

Use of Brightwell Payments’ services (OceanPay and DirectPay via the Brightwell Navigator Platform)

Brightwell Payments has distributed maritime payroll for nearly ten years and understands the unique needs of seafarers working away from home.

Maritime companies as large as Carnival and Norwegian rely on Brightwell to distribute payroll to over 75,000 seafarers worldwide.

Brightwell Navigator is a self-managed payments platform that enables seafarers to elect how they would like to be paid.  Allotments can be paid via money transfer directly to their home bank accounts (the DirectPay service) and/or to the OceanPay MasterCard® Prepaid Card, which can be used everywhere MasterCard is accepted.

At present, DirectPay money transfers can be made to the Ukraine as long as the physical address of the beneficiary and the beneficiary’s bank branch use a postal code that is outside the Crimea region.

In addition, given the present challenges within that region’s banking system, the OceanPay Card is a particularly attractive payment mechanism for seafarers.  OceanPay enables seafarers to access funds that they can accumulate in a USD- or euro-denominated card account that is maintained within the UK banking environment.

Seafarers enjoy very competitive exchange rates when using the OceanPay Card, whether they are using an ATM to withdraw local currency or spending their funds by making purchases online or shore-side.  The OceanPay Card is more secure than cash, and it can be used to transfer funds for cash pickup to Western Union agent locations around the globe.

Brightwell provides seafarers complete flexibility in how they are paid and enables them to enjoy substantial savings in conducting their personal financial transactions.

Reasons:

It was suspected a seafarer resides in Crimea

It was suspected that seafarer’s might be in the sanction list imposed by UN (or USA, or EU)

Solutions developed by members:

Ask all Seafarers with addresses in the disputed Crimea region, to register alternative addresses outside of this region.

Ask all Seafarers to ensure that the Banks and Bank addresses they register for salary payments, are outside of the disputed region. This will avoid the bank being identified on the OFAC list.

Use of MarTrust (Please also see two attachments):

MarTrust is part of a large group, the Marcura Group, which serves nearly 300 shipping companies. The largest company in our Group, DA-Desk, focuses on the disbursement account

process and the payments of port expenses. As of today, DA-Desk process almost 5 USD billion in port expenses across 60 different currencies.

MarTrust was born in response to a request from our customers to extend the range of our payments beyond port expenses. Low transaction costs, exchange rates, efficiency and responsiveness led to this. MarTrust focuses on crew payments, supplier invoice payments and FX.

For the crew payments, their goal is to make sure ship managers, ship owners and crew members benefit from MarTrust services. As it can be appreciated crew payments are considered by banks as low value/low priority and they are affected by unwanted delays which create problems in the organization and eventually impact company reputation and crew retention.
 
MarTrust
managed to increase payment rate from an industry average of 90% to 99.9% and thus eliminate the complains from the crew members.

MarTrust service complies with MLC requirements, specifically with respect to Regulation 2.2 on seafarers’ wages.
