Philippines Passes Bill Enabling It To Enforce International Standards On Country’s Seafarers

Both the Senate and the House of Representatives of the Philippines have this week unanimously passed bills to establish the Maritime Industry Authority (MARINA) as the single agency to enforce international standards on the country’s seafarers.

Marina will also assume the powers and functions regarding the issuance, validation, verification, correction, revocation or cancellation of certificates of competency, endorsement, proficiency and documentary evidence required of all seafarers which are currently exercised by the Professional Regulation Commission, Commission on Higher Education (CHEd), Technical Education and Skills Development Authority, National Telecommunications Commission, and Department of Health (DoH). This measure is hoped to be transmitted and signed by President Benigno Aquino III by the end of this month.
